If they leave a message but don't identify themselves in any way, they're a scam so don't worry about it. Just block the number. A legitimate caller will identify themselves when leaving a message even if it's something as simple as "this is Bill from your bank." If they can't be bothered to leave a message identifying themselves, you shouldn't be bothered to call them back.
