My cell phone didn't ring - nor did it register the incoming call.  Went straight to voicemail.  It's a computerized voice claiming to be from SSA saying your SSN was found on some bad site and the Federal Marshalls will come to arrest you unless you call back.  This call was so badly done that the computerized voice kept slowing down and it was difficult to understand the swarmy words.  This is attempted theft - don't engage with them.

Same thing as the previous person described social security number being used call back blah blah if it were true the feds are not gonna call you they’re going to busy down your door
