Didn't answer.  Call back gets live person with heavy east indian accent.  Very difficult to understand.  She said you've reached the corporate office.  I said, corporate office of what?  She said something completely garbled.  My gut says it's one of those scams from India.  I'm blocking the number

Some sort of scam for sure.  I reported the number on the FTC site.  Here's the link if you want to report it too.  This is the FTC's site with information on identifying scam calls and there's a link (in blue) to report the calls.

Just got a voicemail from Process Service Dispatch on April 16. It's an "unknown number" and a person named Tammy Mitchell called to say I will have certified documents delivered to my location tomorrow between 11 and 4, and that I should call them back regarding this "complaint". She ended on an ominous "You have been notified" note. Of course, I'm not calling them back. Can't wait for these certified documents to magically appear at my door!

They say I owe over 3,000 to a visa card I supposedly had in 2003 and that the visa company planned on filing a law suit if I did not make payments on it then a lady who said her name was Patricia Brown called saying she was from Feinberg and Phillips following up on a payment arrangement I agreed to make with her when I was sick and not thinking straight thankfully I copied the text I was originally sent to me about it and sent it to my daughter through facebook and she showed my dad and they both said it looked like  scam so I canceled my debit card and got a new one issued so they could not get the money out of my account that is why the lady called me cause they did not get the money I had originally agreed t pay before I realized that a credit card company would not try to file a law suit 15 years after I supposedly had their card and they don't file law suits any way they send the past due bill to a collection agency so they have to be scammers

Exact same scenario as the previous posters.  Some credit card that was opened by ex-husband while we were married and so I was responsible, by law, for half.  They had the name of a bank I used to deal with so it started off sounding legit.  I knew I had no knowledge of any credit card with them, but by the time she was done, I had better pay half of the debt or have my personal belongings taken, credit score ruined and all sorts of other nasty things.  Thank God I have a very level headed best friend who told me to google the number before jumping to conclusions.  Thankfully this page popped up!  Thank you all for posting.  When I called back to get the name of the company I was told it was Feinburg and Phillips Lawyers and boy did it sound legit with all the guys fancy legal jargon.  How do these people sleep at night?

Never take legal advice from a crook.  That is what these people are.  You can always get free collection advice from the following agencies:

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.
