    No it is not.  The name of the company is JKB Financial ... or one of many DBAs it uses.  This company, like others, sends out a mailing falsely indicating that you owe a debt and they have the authority to negotiate a settlement.  In reality, this company uses an estimated total of your debt (however much they are able to obtain) and contact you to offer a consolidation of that debt through another party.  I would throw the letter away or call them and have a little fun.
