    Call came in for someone I do not even know, named them by name first and last and said they were a Mr. Cruz calling from, and spoke very fast, something legal office and wanted the person Mr. ___ to call them back or his legal representation.  

    The number on my caller ID was not the same as he stated to call back and just rings.  

    I thought the law stopped this kind of annoying calls from marketers or other unwanted calls.  My husband is a "real" attorney and we are looking into this.

    I received a very scary call from this number-- just lucky I happened to look here.

    They said, "My name is Mr. "Felons" (?difficult to understand?) from the Attorney Network.  I need to speak to you before tomorrow afternoon as a judgement is about to be handed down in ______ (my) county against you.  Please call 888-899-6028 ex 4091" by noon tomorrow."

    Now... I'm not a lawyer... however, I do know enough about the legal system to know that a judgement cannot be handed down on someone who has never been contacted in writing prior to that about the supposed judgement.  (I haven't.)  

    There is a little something called "due process" which includes INFORMING someone when there is any kind of real legal (especially including the courts) situation involved, including suits, liens, etc., without prior written notification-- usually in the form of a summons or a registered letter or-- something!  

    Perhaps the gentleman is just using the wrong terminology.  From my experience with real lawyers, I find even that to be highly questionable.  

    In my opinion -- and considering the other posts found here related to this number specifically -- I believe this is nothing more than a new and highly aggressive form of "scare tactics" from telemarketers.

    I'm working hard and my wife is at home with the baby. She gets this strange phone call from this number 1-888-899-6028  x4066  with a reference -BC5037.

    The guy is scaring her saying that I owe money that needs to be collected by the end of the day. His words were "A debt that needs to be paid or the consequences will be bad"

    I'm telling you right now. If I ever find out who this guy is I'm going to punch his teeth in.
    They want to use crazy scare tactics. I'm going to actually hire my friend who is a hell of a private investigator and we're going to find out what company this is.

    I have recieved calls from this number also.  The Company is NCO Financial Systems.  They are out of PA. and they collect debts at a very unprofessional level.  Do a google search on this company and find out all about them.  Person that i spoke with was Micheal Patterson.

    We keep receiving calls from these numbers several times a day so we can't keep the phone on . This renders our phone useless, because it won't stop ringing. We're using Trac phone, and we just got it so we know the calls can't be for us, we don't owe anyone anything. Anyone else using Trac Phone, or is this happening on other wireless networks as well ?

    The company is NCO Financial. In my case, they are collecting for Capital One. It is illegal for a collection agency to threaten you in any way, shape or form, including telling you "there will be consequences" or "we will take you to court." I have been threatened twice by this company, and they even called me this morning on Christmas Eve! This too is illegal, for any collection agency to contact you at any time that is unusual or generallly inconvenient for the consumer. I also spoke with a Micheal on one occasion, and I was harrassed this morning by a guy who thought it would be ok to tell his co-workers "we have another chick on the phone over-dramatizing everything." Now if that doesn't scream sexual/verbal harrassment, I don't know what does. Don't take [***] from this company, whatever you do. I am in the process of contacting a lawyer to file a suit against this company for the harrassment.

    Take pity on NCO...they need to make-up for the $1.5 million fine they had to pay the Federal Trade Commission for breaking the law. :)

    We received a call today from a Mike (couldn't make out the last name). Sounded like kruzen or something. Spoke very quickly and left message saying he was calling from Orange Proper Representation, Atty. network. I was getting 20 to 30 calls a day from, I assume, Capitol One and all of a sudden they stopped, so I guess they hired this company.  I was glad to find this website and see what others have had to say.  Now I know I won't be calling him back anytime soon. We tried working with Capitol One til we were blue in the face after the company my husband was working for closed it's doors with no warning whatsoever. He went to work and they told everyone to clean out their desks and go home. I had every intention of paying my debt, but needed some time to get back on our feet. So Capitol One can kiss my [***]!  The number the "atty." told me to call was not the number on my caller I.D.

    They called on my prepaid cellphone that is for emergencies only, my husband had answer they told him they were calling from a lawyers network, which he questioned me as to why I might have called a lawyer.  I am currently paying off both of my capital one debts one to NCO and one to another company.  I would hae no idea why they would be calling me, but I will certainly find out.

    I received a message on my machine today from this NCO group for my brother-in-law who lives more than 1200 miles away from me. Not sure how they got our number since he has never lived with us in this state. Didn't really leave much info except that he needed to call back immediately about a pending litigation. Spoke very fast like some of the other comments also said. They name he left was Anthony Kopolo? Not sure about that last name. I let my brother-in-law know but after I read all of these comments I also let him know about all the things I read on this site. The number he left to call back was 1-888-899-6028 x4083. If my brother-in-law calls this guy back I will definitely let you know what it's all about.

    Hi,
    I just got a call this morning from the same "Mr. Cruz" asking for a relative that has never lived here, nor w/ the same last name -- very weird.  He left a vm and also w/ a different number listed on my caller id.  When I goggled it, I noticed one complaint w/ similiarities.  Yours is the most similar as he identified himself as the same person and w/ the same intent ("for legal representation"  w/ a somewhat urgent tone).  Did you find anything out? I have not come up w/ much and would really like to know the truth about this caller.  T.Y. for posting your complaint and I would like to know anything about this number/person.

    NCO Group to Pay Largest FCRA Civil Penalty to Date

    One of the nation’s largest debt-collection firms will pay $1.5 million to settle Federal Trade Commission charges that it violated the Fair Credit Reporting Act (FCRA) by reporting inaccurate information about consumer accounts to credit bureaus. The civil penalty against Pennsylvania-based NCO Group, Inc. is the largest civil penalty ever obtained in a FCRA case.

    According to the FTC’s complaint, defendants NCO Group, Inc.; NCO Financial Systems, Inc.; and NCO Portfolio Management, Inc. violated Section 623(a)(5) of the FCRA. The law specifies that any entity that reports information to credit bureaus about a delinquent consumer account that has been placed for collection or written off must report the actual month and year the account first became delinquent. In turn, this date is used by the credit bureaus to measure the maximum seven-year reporting period the FCRA mandates. The provision helps ensure that outdated debts – debts that are beyond this seven-year reporting period – do not appear on a consumer’s credit report. Violations of this provision of the FCRA are subject to civil penalties of $2,500 per violation.

    The FTC charges that NCO reported accounts using later-than-actual delinquency dates. Reporting later-than-actual dates may cause negative information to remain in a consumer’s credit file beyond the seven-year reporting period permitted by the FCRA for most information. When this occurs, consumers’ credit scores may be lowered, possibly resulting in their rejection for credit or their having to pay a higher interest rate.

    NCO is so bad, that in 2003, they have been sued 40 times for violations of the Fair Debt Collection Practices Act (FDCPA). These suits are usually filed when consumers are abused in violation of state and federal debt collection laws.

    NCO is a money-mill, gobbling up competitors, buying portfolios of old debts for pennies, and expanding globally. These money-beggars are making their bottom-line profits at the expense and abuse of consumers.

    One wonders how many lawsuits are NOT being filed because consumers do not know their rights or that NCO CAN be held accountable for their illegal debt collection practices.

    Apparently, NCO is not spending enough time and money to properly train their debt collectors in accordance with law, the FDCPA. Do they hire any derelict that may be in-between court and treatment dates simply to harass, abuse, and oppress consumers? There is no mention of drug testing at their web site, so can you be hired at NCO if one has bad habits and a need for fast-cash. This must be a 'dream-job' for anyone with a prison record, drug habit, or any con artist out to defraud some fast money off unsuspecting consumers. Are you aware of the personal consumer information these money beggars have access to? I shudder to think how much information is being illegally used at agencies such as NCO. You should be VERY nervous about the type of individuals who have this unprecedented and open access to ALL of your personal information.

    It's just a matter of time until collectors start calling with accents from countries like India, Pakistan and....(ooohhh my gawd!!)

    NCO's CEO, Michael J. (kinky) Barrist seems to be astonishing Wall Street (NASDAQ:NCPM) with his financial wizardry. He certainly appears to be pumping up the bottom line. (One lawsuit at a time?) In my experience, this type of greed and consumer abuse will catch up with NCO, just as it did with Commercial Financial Systems (CFS) and Outsourcing Solutions Inc (OSI). Both operations were out of control just prior to their filing for bankruptcy protection. CFS's top brass is facing federal criminal charges in highly anticipated court proceedings scheduled for later this year.

    If you are receiving abuse from NCO, contact me for referral to a local consumer law professional in your area. NCO, with $800+million in revenues last year, has more money than a South American drug cartel, so use the law to make them pay when they violate the laws and your consumer rights.

    Do not let NCO's under-trained, uneducated and FDCPA lacking debt-collectors make a paycheck at your expense.
    Big agencies pay big salaries to their ego-driven brass. NCO should spend a lot more time training their collectors and dealing with consumer complaints, in this case BIGGER does NOT mean BETTER! (Except for Kinky and his top brass team of money beggars).
