I got a really unusual popup listing this number to call. Traced that screen to find a malware scam in which this number is shown as being a Microsoft number, and the popup said my system had been compromised. The short form of this is that they lead you into a process that at least costs, if not worse compromises your total security. It starts as a malware that's suspected to be a rootkit invasion. Those are the key words to look for if you find this on your browser when you launch it. It can easily be cleaned with free tools from cccleaner and malwarebytes.
