My wife received several calls at her school from a man named Carl who states that he was with "Greenwood" and that he was an independent contractor.  He wanted to know a place and time that she could meet him so that he could serve her papers for a lawsuit.  My wife told him that she didn't know what he was talking about and he told her to call "Ms. Bell" at "CRS & Associates" at 888-978-7051.  The number he called from ended up belonging to the Human Resources department of a county we lived in about 5 years ago.  They didn't know who he was, so we concluded that the number was spoofed on caller id.

I found a whole bunch of complaints regarding CRS & Associates and Ms. Bell not being the real thing.

They won't be hearing back from us.

It definitely sounds like a scam.  If you really were being sued, they would just serve you.  You would not get a call in advance.  They would already have your address.  Do not give any information to this idiot -- don't help him in his skip tracing activities!

    Confirmed
I can confirm that CRS & Associates is "spoofing" phone numbers from what are legitimate government agencies.  In my case, it is the Warren County, Kentucky, Court Clerk's Office.  I've recieved a number of calls from an unknown (270) area code number for several months and they leave no message; however, just recently I was left a voice mail indicating that I should contact Maya Bell at 1-888-978-7051.  I have since reported this to the Warren County Court Clerk's Office, The Warren County Civil Court Clerk's Office and the FCC as it is now a violation of federal law to do this.

"In the 111th Congress, Congressman Engel and Senator Nelson once again introduced similar versions of the Caller ID legislation, H.R. 1258. The bill was reintroduced in the Senate on January 7, 2009, as S.30, the Truth in Caller ID Act of 2009, and referred to the same committee. The Senate and the House both passed their respective versions of the legislation, but on December 15, 2010 the House passed S.30 and sent the legislation to the President for a signature. On December 22, 2010, President Obama signed the bill into law."

"Under the bill, which also targets VOIP services, it becomes illegal "to cause any caller identification service to knowingly transmit misleading or inaccurate caller identification information with the intent to defraud, cause harm, or wrongfully obtain anything of value...." Forfeiture penalties or criminal fines of up to $10,000 per violation (not to exceed $1,000,000) could be imposed. The bill maintains an exemption for blocking one's own outgoing caller ID information, and law enforcement isn't affected."

I received a recorded message asking for a friend of mine so I hung up. The next day I blocked my residence phone number by entering *67 before dialing the number and a lady answered with hello but I could hear activity in the background that sounded like a call center so I asked the name of the company and she asked if they called me (obviously or I wouldn't have the number) so again I asked the name of the company. She said I don't communicate with anonymous callers and hung up on me. I called right back with the *67 and told her do not hang up on me, I need to know the name of the company. She said that she didn't have to tell me anything so I told her that it was against the law to not identify the company since they were calling my home number and I am on the do not call list as well (in case telemarketing company) and that if she did not identify herself and the company name that I was going to report the number to the public utility commission in Texas and when she would not say anything I hung up on her.

    Ms. Cooper
This is some kind of collection company looking for another person who is not connected in any way to my home phone number.  I have told them this on several occasions and am told they will make a note of it but then they start calling again.  The company name I got from their voicemail is Commercial Recovery.  The message goes on to state that if I am not the person they are calling to hang up.  These people call all the time and I'm now reporting them for continually contacting me after they've been told I am not the person they are looking for.

I received a voicemail from the 1-888-978-7051 number from a person identifying himself as Mr. Gutierrez from the IRS. I was immediately skeptical as he used my maiden name and I've had a different last name for nearly 10 years. After doing a reverse phone lookup and reading these other reports, I feel I've confirmed an attempted scamming.
Since he identified as being with the IRS, I will definitely be reporting the call. I saved the voicemail.
