This variation on the theme has been popping up recently.  I see you put down PCS as the caller, if there is anything else you know that might be useful, please post back.  I would like to get a better sense of the angle and how the scam is presented and progresses.
No doubt it is a scam, so don't go calling these loons, but anything you can add would be useful.  Sometimes the scam seems to be used by phony debt collectors, but there is an information "Phishing" angle that some scammers seem to be working.  Thanks!

This is the fake process server scam where they try to make you think you are being sued.  Then they tell you that you can prevent service by calling another number, which, will tell you that for a certain amount of money you can make it all go away.  This of course is and extortion attempt, and if you are foolish enough to pay them will go on and on.  Process servers get paid to deliver papers, nothing more and nothing less.  They do not call ahead and give you a heads up that they are coming so that you can evade them.  They do not call strangers up and try to help them out, thus resulting in they themselves not getting paid because the papers were not delivered.  Please read the following to learn more and file reports of this criminal activity at the same time:

I received this call this afternoon, caller was live on the phone telling me they had made several attempts to send a credit card my way - I did not apply for one they wanted verification of my name, street address and social security #. Once caller said what they were asking for I just hung up the phone and blocked the number.

Same recording as original post. I pressed 1 and spoke with a guy who called himself Zack Brown - he asked for a person that I had never heard of before. I told him that he had the wrong number and he hung up. I subsequently blocked the number from calling me.

I received a call from this number several times and finally when I picked up they stated that I had a loan in my name 7 years ago and I owe over $800, and if I don't pay $500 on the spot they would garnish my wages. I was honestly worried and had no idea who, or how the loan was obtained. They called back a couple hours later and I didn't answer.

Well thankfully, there is a simple answer.  You see, the law states that not only does the debt collector have to prove that you owe the money, but that they also have the legal right to collect it.  They cannot garnish wages without first properly serving you, taking you to court, winning their case, and getting a judge to sign off on it. Most likely after 7 years, they could not legally sue you since the Statute of Limitations would have run out.  So it seems that you do not know how debt collection is supposed to work.  First, using the following links, educate yourself, and while there, report these crooks.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
