called my home phone so I called it back from my cell, it is first national collection bureau. AKA scumbags

Got a call from this number. Showed only "Roseville, CA".   Answered it as it was from a local number and I am looking for work.  They asked for so-and-so and said to press "2" if this is not the right number.  I pressed 2 and they hung up.

I have been getting calls from this number for over a month. I never answer it, but it's annoying. What's it all about?

They called again last night.  Funny thing is, when I answered the last time, they said to press "2" if the person they were looking for wasn't here.  I did that.  

Here they are calling again.

How does one stop this?  "Do Not Call"??? doesn't seem to help.

This company had been calling my phone leaving messages for someone with a similar name.  It started last June.  The company keeps changing their phone number. They won't answer the phone if you call the number they leave in their message.
In this forum, someone posted information about imposing hefty fines on collection companies that repeatedly call the wrong number.  I looked into it and was looking forward to my $1000 per call.  Unfortunately (and fortunately) they quit calling.  I wonder what happened.

Repeated calls from this number and various other  numbers. Even when I press 2 saying the person they are asking for does not live here, they call again from a different #.
