I've been getting these call for several years.
This what I've found to be pretty effective.
I made a list of spam callers phone numbers and when one of them call, I answer with
AN INDIAN ACCENT AND SAY HELLO, HELLO, HELLO, AND I DO NOT INGAGE IN CONVERSATION WITH THEM. This drives them crazy and they hang up.
Mission accomplished! Then they put me on their DO NOT CALL LIST. !!!! I win.  

Now, those call have dropped off a lot.
It works for me, Try it You'll like the results.

Identified as calling from Roseville, CA. Asked for me & told me that they were the lottery company in Roseville & since there is no such thing I told them not to call me any more & hung up. Very suspicious & probably a scam.

I got a call from (916)740-6207, an Indian man left me a message saying "hi Alex, this is your best friend from India give me a call back at (988)866-6323", I called the 916 number back and the guy answered and I asked who he was and he said "tech support", I asked for which company and he hung up. Obviously a scammer but not a very good one, my name is Alexa and you could try making up a company.

I also received a (916) 749 6207.. david murphy for paying a $200 fee on the walgreen green dot card for someone to pick up with a check to me for $150,000.. it took them 3 times to hang up after they understood what I said (use work for fraud investigation) that told me for sure,

Calls with an offer of a $5,000 to $5 million dollar loan. Unable to make out name of company. Would not leave return phone number only said "if interested, call us back at this number" then hung up. Scam!
