How can you receive a call from a number that is "disconnected or no longer in service"?

I answered this number after numerous non-messages left on the machine.  A male caller addressed me by name and stated that he was offering solar as a solution to my high energy bill. He next asked if my bill was high (who's isn't?). I dodged his question and replied by thanking him for the call and stating that I was not interested. He accepted my reply gracefully and the call ended. Nothing rude and I don't expect any more calls. We'll see.

I was disappointed to get another call from "Frank" today.  He said my house qualifies for solar energy...; I informed him that his company called yesterday and was told that we're not interested.  I asked him to please not call again. He said yes. Nothing rude, he seems like a busy salesman who needs to update his call list. Hopefully he will make update and not call again.

This number keeps calling. Sometimes I pick up and it is an energy company stating that we qualify for this or that naming our address. I explained several time that we are not interested and would they please take us off their calling list which they promise but keep calling. Once when I picked up, a disturbed male voice said " what's going on" and hung up.

I have calls from this number at least six times per day. The National Renewable Energy is actually a legitimate company on the east coast. As previously posted, this number is "disconnected" and "no longer in service". It appears to be coming from Sunol, CA. They are rude, will not allow you to speak to a supervisor and have not removed my number from their "list" after numerous requests to do so. My next move is a formal complaint to the FCC to see what they can do about it.

Recently I began answering this (1-3x/day) call again after originally hanging up when no one responded to my greeting. It now just disconnects. No one is on the other end.
This has been going on for months if not a year. I too get the message that the number is no longer in service. Why can't anyone get to the bottom of it so it will stop?

This is the most persistent of the many mechanical calls we get a day. It hangs up in the microsecond that allows it to record a few seconds of dial tone on the recorder. I suspect the feds might be able to get the contractor that hacked the number by questioning the solar company. Might take physical persuasion.
