- billietypical telemarketing call with a pinch of scare tactic thrown in. They wanted me to confirm homeowners (my) name and address but i ignored him and asked him what the call was about like three times before he finally answered with : "uh um uh well i'm calling from 'something' energy because your neighbors have recently complained to us about the outside of your home". I actually laughed out loud when i heard that (for a couple of reasons) and said "no, i don't think so". he then said "uhhh i wouldn't lie about that". I asked him to take me off his list and hung up.They obviously call people and try to freak them out and then try to sell them whatever services they offer. i didn't get that far into the conversation so i don't know what they are selling, but it was pretty obvious.

However, it is evident that your understanding of the DNC list is sadly lacking.
The DNC list does not automatically block calls. Instead, it provides a list of "do not call" phone numbers to legitimate telemarketers who pay a fee for the list.
The DNC list exempts political callers, survey organizations, charities and companies with preexisting business relationships, but these organizations might have their own, internal Do Not Call list (ask them).
The DNC list is not effective against criminals, spammers and scammers, because those people do not subscribe to the DNC list, and do not care if you are on or off that list.
Its purpose is to stop calls from legitimate telemarketers, and it does a pretty good job at that.

- My3kGT replies to SlimSlim is absolutely correct except he left out one important point. The DNC site says that the DNC is a database accessible to law enforcement and other agencies. The ugly truth is that unless you are scammed out of significant money or suffer real damages NO ONE in law enforcement is going to spend time and money trying to track down and arrest the local handyman trying to drum up some business by calling around. If you have really been hurt by a telephone scam you are better off contacting the police directly because the DNC list is simply intended to be a call blocker.

Not much at all ...
We can no longer believe the phone number we see on our caller IDs (CID) belongs to the person who called! The bad guys are now using easily accessed technology to "spoof" the CID numbers, so their real number does not appear.
The problem has gotten so bad, the US government actually passed an Act, called "The Truth in Caller ID Act of 2009", making such spoofing illegal. See http://www.fcc.gov/guides/caller-id-and-spoofing

The FCC adopted that Act in June, 2010, stating that violators could be fined up to $10,000 for each violation.
However, the bad guys are ignoring this law ... after all, they are criminals, and that is what criminals do. Although we now have a "law" against spoofing, it is very difficult to enforce it.
So, if you see a CID number on your phone when you are called by some scammer or telemarketer, it might not belong to the scammer! It might be the number of some unsuspecting third party ... or, it might be one of those numbers that charge $25 (plus about $9 per minute) if you call it back. - Hear that cash register ring... replies to Slim>>However, the bad guys are ignoring this law... after all, they are criminals, and that is what criminals do. I have no difficulty enforcing it.
Instead of relying on the government to "protect me" and bring "criminals" to "justice," I go after them myself. The fine for using a spoofed phone number is $500 per violation. I add that to my bill, and when they ignore that, it's part of my claim in court.
The hard part is actually identifying who's behind the number. I've gotten pretty good at that. - SamuelScam home inprovement telemarketer became very rude when I asked that they place me on their DNC list as I am already on the Federal DNC registry.
