caller identified himself with last name of Martin...didn't catch first name although he did say it.....said he was from the Treasury department representing some kind of criminal behavior I had done,  basically threatened that if I didn't call him back the repercussions would be some sort of criminal charges and  insinuated prison time.    
This is a scam.    I don't owe the Government one red dime and I can prove it.     This person had an accent, possibly from India, but  spoke in a very controlled annunciation of his words.   Almost like trying to hide the accent as best he could.

We just got this same call he goes by Steve Martin.. Do you know what it's all about??

If you had read the OP's post it indicated that it is a phone call placed by overseas criminals that are attempting to scam people out of money by pretending to be from the government.  The IRS does not call people, they send letter through the US mail.  Go to the IRS.gov site and this will be confirmed.
The Indian scammers like to use celebrity names, hence the Steve martin reference.
