    Well done, you found out what company provides service for this number.
    Unfortunately, you found out nothing about who actually made the call or why they called you.
    Onvoy is a telecommunications service provider (like AT&T, Verizon, T-Mobile, etc.), among the services they provide, they rent out phone numbers to subscribers so that they can make and receive phone calls (just like how you rent your phone number from your service provider).  They did not make the phone call you received, they simply did what they are required by FCC regulations to do, which is connect the call from the caller to your service provider, which in turn is required to connect the call to you.
    Of course, if this number was spoofed, then Onvoy most likely had no connection to the call you received at all, since the caller was probably using an entirely different service provider.
