This number keeps calling me, so I called it back.  Their recording says that they are "The Results Company, calling on behalf of Comcast".   Eventually a US-sounding person came on the line, and she said they were calling about my recent disconnect order with Comcast.  While I did request to cancel, and then changed my mind, they were correct about me having a disconnect order.  It seems that this was a "customer satisfaction" retention type of call that I received.    What I don't understand, is why the call originated from the area that I used to live in, a few states away, close to the town that I used to live in.  It did not come from a Florida number, the new state I live in now while I continue to keep a NC phone number.
