Many of those annoying prerecorded telemarketing calls will be history starting Sept. 1. The Federal Trade Commission said Thursday that it is banning these "robocalls" to consumers, unless the telemarketer has written permission from a customer that he or she wants to receive these calls.
Violaters will face penalties of up to $16,000 per call.
“American consumers have made it crystal clear that few things annoy them more than the billions of commercial telemarketing robocalls they receive every year,” said Jon Leibowitz, Chairman of the FTC.
“Starting September 1, this bombardment of prerecorded pitches, senseless solicitations, and malicious marketing will be illegal. If consumers think they’re being harassed by robocallers, they need to let us know, and we will go after them.”
The ban does not apply to recorded informational messages such as those that notify people about flight cancellations or school delays.
After September 1, consumers who receive prerecorded telemarketing calls but have not agreed to get them should file a complaint with the Commission, either on the ftc.gov Web site or by calling 1-877-FTC-HELP.
Most people assume that being on the DONOTCALL list - means the FTC already knows about these ILLEGAL calls and never bother to report them as REQUIRED.
Most people do not KNOW WHAT IS AND WHAT IS NOT COVERED BY DNC LAWS, just assume that anyone calling them is in violation. They never read the information on the DO NOT CALL WEBSITE that tells them that Charities, Surveys and Political calls are exempt..

Also remember that illegitimate companies and scam artists won't respect these lists.
Therefore once your enrollment goes into effect you should be extra careful of unsolicited telemarketing calls unless you know they come from a company with which you have a legitimate, established relationship
I believe I read a post saying that re-registration created a period of delay that might be a window for legal callers to exploit. I may have phrased that poorly, but the end result is that if you have registered, you are cool, you don't need to again. So you do enjoy all rights and protection from calls placed by businesses and organizations which follow the legal guidelines of the DNC List, all 9 of 'em. But sleep easy! The FTC has a crack investigation arm, currently staffed by 5 school children and a pet mouse. And Guess What? 3 of the investigators can read now! The mouse still moves his lips, but this is still progress.
