    E mail should never be accepted in cases of debt validation.  While the debt collector is not required to send the letter by certified mail, it would of course be in their best interest, but would cut into their bottom line.  A legitimate company will send the letter within five days as required by the FDCPA.  Criminals prefer to use E mail and faxes to avoid sending their lies through the mail lest they draw the attention of the Postal Inpectors.

    Postal Inspectors do turn up now and again fighting obviously fraudulent debt collection schemes, by issuing consumer alerts and offering investigative assistance to the FTC. I'm less sure the bogus collector fears the USPS so much as overspending on the ink and paper and third party letter printers which are staples for the agencies which actually worry about appearing legally compliant. The con men run a largely automated and high volume extortion business. They must know their scare stories won't work on everyone. Not creating a paper trail is simply cheap and expedient, with the added bonus of being less permanent as violation evidence.

    Unfortunately the posts above yours are 3 years old. But here is a quick answer for you. Any debt company calling claiming you owe them money MUST, by law, send you a letter showing proof of this debt, by US Mail. Not fax, text, email, or phone call. US Mail. Showing who the debt was originally with, how much, proof that they can legally collect in your State, and how much the debt is now, along with their name, address, and phone number. As there are many scams out now, mostly from foreign 3rd world criminals, spoofing (faking) their caller ID. Ask for proof, in writing.

    Some Tips:
    *Keep all messages
    *Take a picture of your Caller ID
    *Keep any and all conversations recorded to your states recording laws, some require they be told, others do not. This can be transferred to a recording device.
    *Keep a notebook handy for writing time,date, who you spoke with and what the conversation detailed.
    *Check your SOL for your state as well.
    *Attorneys need to be licensed as a DC to collect, all DC's must be licensed in their state as well as yours if different.
