International calls?

I've started getting calls in the past two days from 'Unknown Callers' (that I never pick up) that look like an area-code plus 7 digit phone number with another single-digit prefix.  None of them show up on any of the 'scam number' sites, but I thought I'd check to see if any others have seen things like this.
