    an aggressive survey telemarketer.  They are kind enough to call you in the afternoon, or at dinner, or at 8:00 pm. on a Saturday, Sunday, or any other day of the week, to use your paid minutes.
    They want personal information to interest you on a 'survey' for debt reduction; or Health Canada, survey of air pollution of adults and children (for air cleaners); on behalf of the O.P.P (for a warrant).; or if you had a student loan, (and want another one); or any number of bogus surveys.
    Why not call them back on their toll free number and return the favor.
    If you are bored, make a day of it, each call costs them money!
