As Resident47 noted, there are no "clearance certificates" in USA (BTW, Resident47, thanks for the laugh, loved your response), which makes their stories entertaining.

A certificate that verifies that an entity has paid all its tax liabilities at the time that the entity ceases to exist or is transferred to a new owner. A clearance certificate is not required in all jurisdictions.

It seems to apply to tax debt, business liquidation, and/or consumer debt, depending on the locale. I gather for consumer debt, the cert permits one to borrow again, which may explain why it's being waved like a Cracker Jack prize in that thread.
