Anytime someone claims that you have won something and that YOU HAVE TO PAY THEM, you know that it is a scam.

Erik: The email was sent to you by criminals who want to steal money from you. I am sure Tanzania is the same as many countries. Governments run lotteries, not phone companies, or social media companies. In a lottery you buy a ticket. Your numbers come up - you win, but you must buy, or enter the contest to win. In your job, on payday, you receive your pay - MINUS the Government Tax. They do not tell you on payday to give them $$$, in cash, and THEN they will give you your paycheck. Any time you are asked to pay money to receive a gift, loan, prize, or lottery win, it is foreign criminals trying to steal from you. Now that you know the truth, would you please tell your family, and friends about this.
