Spoofing a neighbor's phone call.

i have been getting these spoofed numbers for years now. on my cell phone. I too have had people text me asking who I am. this is so annoying. I contacted my cell phone provider about the calls but they just told me to change my number and/or get a call blocker. I did not change my phone number but did get a call/text blocker. there are at least 15 calls a month. how do stop them from even happening in the first place?
