Jan Zavislan, deputy attorney general for consumer protection, said Wednesday he is struggling to enforce Colorado's do-not-call law because phone solicitors have moved overseas and are using technology to avoid being identified.
"We're finding we have to issue more and more subpoenas to more and more telecommunications providers before we can find the source of some of these calls. We're learning more and more that some of those calls are originating offshore, in the Caribbean, Central and South America, Europe and Eastern Europe," he told the Joint Budget Committee, which sets the state's spending priorities.
Lois Griesman, an associate director of the Federal Trade Commission, which runs the national do-not-call list, said enforcement has become a problem nationwide, with solicitors moving their operations out of the country and using technology to dupe caller-ID devices.
Forget the source of the call, go after the company that paid for the telemarketing or stands to profit from the call.

Yes, the Department of Motor Vehicles (CA) sent me a notice stating that I had a recall on my Jeep Cherokee which needed to be addressed in order for me to receive my registration sticker. So I took my Jeep in to the local dealership for the repair. After the repair and picking up my vehicle, I started receiving non-stop phone calls from this number: 888-520-7225. No one ever had the curtesy to leave a message. And my policy is when my phone rings, if I do not recognize the number on the screen, I do not answer it. But my curiosity and anger led me to do an on-line reverse phone number search and lo' and behold, I end up with this enlightening information. Now in response to the individual "Anonymous Coward", how do we find the company/corporation responsible for hiring this telemarketing firm in the first place?

201-210-3618 Has been calling everyday sometimes several times a day. I finally called the number back. The very first person didn't know where he was (city/country). The second said they were in New South Wales, then transferred to someone who said they were in Queensland -- transferred again to someone that said they were in INDIA -- Could not tell me why they kept harassing me by continuing calling my home number -- asked my name and number and still had no reason -- they have harassed me before because the real person they are trying to talk with has the same first and last name. They will not put you in touch with any supervisor. The only thing I could get from them was that the company name was Global Vantedge and they represent many companies.
Is there anything that can be done about these people.

I agree with Anonymous Coward that the govt should track down the companies which sponser these overseas call centers most of which are probably American companies. The US govt should also ban such overseas call centers for US companies. Further and more important, the US govt should require all US phone companies to provide free blocking of all international calls regardless of how they may be masked. The problem with the No-call list and all these scams is that no one is holding the phone companies accountable. The phone companies see a higher volume of calls as a source of more revenue and they dont care what is legit or scam. Until we require the phone companies to uphold some sort of standard regarding the limiting of scam calls these type of calls will continue unabated and in ever more increasing frequency. The phone companies have the technology to block most of this crap. But they wont do it unless the govt requires it. Write your Congressperson or Senator!!!

This is getting too much: distracting, annoying, even disturbing and all unwanted calls. No matter how "insignificant" this issue might sound to some or how some others deliberately paint this issue as such, this is NOT a problem of annoyance only.
Ability to place unidentifiable calls, for instance, is used widely not only by "innocent" marketers, but for criminal purposes, which makes the little benefit of it actually unimportant, and which has to give the Government legitimate grounds for taking appropriate centralized measures to protect individual and public safety. Existing laws has to be corrected and/or new law(s) have to be introduced for this matter, equal to individuals, companies and organizations, with possible rare exceptions for law enforcement and government only and only under special circumstances.
Here are some ideas:
- ALL calls have to be identifiable. Caller ID and Name (Company Name) have to be displayed (real, legally obtained, listed, and that could be tracked back). Calls from public phones/booths have to display appropriate IDs/numbers.
- Technology has to adapt to satisfy mandatory identification. (E.g.: existing devices that currently enable ID suppression have to be rendered unable to place calls without positive identification; an attempt to use such device and/or method has to be tracked and recorded at a service provider level; etc.)
- Any attempt to fake an ID/Name, use someone else’s ID/Name, illegally obtain and use right to hide Caller ID and Name has to be deemed as a punishable offense.
If a person, company or organization is legal and honest there should be no reason to hide their identity. By keeping themselves “private” they are actually violating other’s peace and privacy. (E.g., one can not drive a car without a valid license plate, or enter a plane without a valid passport/ID, etc. Calling without a Caller ID/Name has to be viewed as knocking someone’s door with a full face cover mask and costume on.)

Try being in U.S. military stationed in South Korea using a VOIP U.S. number... Calls that are merely annoying at Noon are really annoying at 2 AM.
I agree, i work the midnight shift so a 2pm call is like a 3am call.

I live in area code +1-800. Somehow, that seems to mean that the telemarketers can't call in directly from overseas and can't pretend that they do not know they are making a collect call.
It gets rid of some of the rubbish... only problem is that, when I get wrong numbers, they're calling collect from across the country.
Depending on carrier, it may be possible to get a number that only accepts calls from certain area codes. I had that once... I miss it, it worked well.

Same person, always unknown. I have nothing to do with GE Money Bank. Today I asked for an address, Hodgie tells me "I am in India". Hmmm, let me think, the last time I was in India, or did business with GE Money Bank et al, yea, it was NEVER! Since 'they' (same guy when I do answer) are the only ones calling me UNKNOWN, I do on occasssion answer for some 'fun'. I especially like it when they (he) tell me they don't want to hear the spewage of words from my lips. I tell them I will not stop, same as them. The use of particular words will initiate (if not already done)DHS CIA FBI type interception and/or surveillance. Next, I'm asking where to send funds to support their terrorist activities. Then, I'll post that address for them - as a terrorist donation address.

I've been having a similar experience with calls from 303-696-5778 with Caller ID of Neighborhood HL. These folks have been calling several times a week for the past 5 weeks. It's really disruptive. The recording mentions "can do" and "live well Colorado" but searches on those terms don't seem to lead to the company behind this - unfortunately!
If anyone else has information on who is profiting from this, who to call and how to stop this please post here.

A new scam to avoid penalties is for the telemarketer to say that I gave them permission to call on an Internet site. Wrong. Telemarketer number is 1-866-3433.
Forget the gov't. They cannot and will not help. Find out the details and sue the [***] for damages. You can do it without a lawyer. I know as I have done it and won. $500 set damages for each violation of the Federal Telephone Consumer Protection Act and each call generally involves several violations. It's all on you bud!!
