    It's a Houston, TX VOIP number. The phone carrier is Comcast. They called my private landline/hung up. I returned the call, blocked, 3 times, and each time, there wasn't any dial tone. It just went to a busy signal.

I returned the call, blocked, 3 times, and every time I dialed there wasn't any dial tone provided. It only went to a busy signal.
