I have had a phone call about a 10,000 dollar grant from this number but they want me to pay 290.00 from a green dot card but I believe it is a scam. Can someone tell me if it's a scam

I got a call lik this today the man told me I had got 10,000 in grant money for being a good citizen and paying my bills on time and not filing for bankruptcy he then procided to tell me my info and then asked for a credit card I told him I didn't have one he then put me on hold n when he came bak he told me to call the 2022415118 # and he also gave me a ID#. I called the # n no one answered then 10 min later a women called saying if I had just called she then told me to wait while she looked up my file n procceded to tell me my info once again she then said to go to the western union to get the money but I would have to pay 290.00 1st cuz California is not a free tax state and that it was going to be wired from New York  but that I would get the 10,000 plus the 290.00 back she told me to get any electric card and to call her bak but it was strange so now I'm here. She will be calling me bak tomorrow since I didn't have the money today I told her I would have it tomorrow so we shall see.
