You failed to mention the version of iOS you are referring to.
While the basic function is available in different versions of iOS, the path to it varies between them.

Not necessarily true, debt collectors and survey takers are well known callers that often do not leave messages, and are not necessarily scams. The first for legal reasons, the second because the want to get spontaneous responses from a real person answering their call.
