caller left message and said I was responsible for the cost of the criminal offence but never once said my name or where he was from.

Claims I am responsible for a high end debt, but if I call I can avoid legal fees. Said his name is Officer Patrick Cooper with the Internal Revenue Service. Very foreign accent. Has called 3x's today alone, hangs up if I answer.

It's a scam. I got the same call this morning from Officer Patrick Cooper. Said I have a lawsuit against me and that he is from the IRS. When I told him the IRS doesn't make phone calls and I think this is a scam he hung up on me. I feel sorry for people who fall for this stuff.

Kept getting calls from this number. It showed up as coming from Washington D.C.  Never left a voicemail. Finally I decided to answer. It was a guy with a thick Indian accent named "Mr. Cooper" informing me that I owed money to the IRS. I had heard about these scams before and I'm a lawyer so I know how government agencies collect debts. If you do owe back taxes, they'll send you notices through certified mail before having an Indian guy gives you a call. Knowing the IRS never uses telephone collection practices and that this was a scam, I decided to screw with him. He told me that I was going to "go to the court house" because of my debt. I asked what court house I needed to go to, as well as my case number, so I could reach a settlement agreement and drop off a certified check, but he couldn't answer my question. I kept asking over and over again, but eventually he just hung up. It will be interesting to see if he calls back. I'm almost looking forward to it at this point. Great entertainment for a dinner party!

Called from this Washington DC number claiming to be Revenue Canada with an arrest warrant. That is too weird and leads me to suspect this is actually a Trump Administration ploy to raise money for the Mexico Wall.
It was very definitely a "THREAT" type call.

Ok, got a call from a computerized voice (No name), that an arrest warrant was issued by CRA (Revenu Canada) against me, and to call this # right away. Well I knew 202 is the area code for Washington (hello scammers - call the US for a Revenue Canada issue!- just not very convincing) and also Ottawa being a Government town - most of us know that CRA does not issue arrest warrants (that's a police thing you know) - plus never done over the phone. SCAM. Hoping this info will be useful for the next person - DO NOT CALL this # back.

Just got the call 10 mins ago.  Glad I looked up the area code as it did not seem familiar.  Thanks everyone for the heads up. How dumb do they think we are up here?

Two messages left requesting call back to this number.  Automated voice.  Say assets to be seized and arrest warrant out.... claim to be CRC.  Needless to say, did not reply to call.   Am curious as to who to report the SCAM to!?   Not sure there is much to be done expect not to call. Got a DC call a while back on a different line - did not answer. Now I wonder if it is the same ploy😡.  Also concerned for those "at risk" who may believe the caller.

Reporting it is probably moot since the odds are you're dealing with a thief in India spoofing a number. As much as you might want to help the next person, unfortunately all you can do is take care of yourself. You did your part by providing info on this caller and underhanded tactics coming from this number. If you can kill unknown numbers before they're able to leave threatening messages, you'll have less worries.

I just received one too with the same msg, today is August 2nd 2017.

It's a scam...the robotic message says there is an outstanding warrant for my arrest, but there was no reference to anyone's name in our household...can barely understand the mumble jumble robotic message. I wish we were home the two times they called...would enjoy messing with them a little. Staycations can actually become amusing.
