Short answer:
The IRS never initiates a contact via phone.

Person claimed to be with the IRS: "I'm officer Hedelgrave of the Internal Revenue Service, the hotline to my position is 202-506-9864, I repeat 202-506-9864. Don't disregard this message and do return the call before we take any legal ALLEGATION against you. Goodbye and take care." This is a word for word; as noted above by Slim, this is a scam; the IRS always contacts by snail mail first.

- ANonieMouseThese calls are not coming from the IRS or anywhere else in the US government.
They are coming from cowardly criminals hiding behind a magicJack device plugged in at some God-forsaken corner of the world where there is Internet service. They simply use a magicJack device and try to use your fear of the IRS and the federal government the same way a common thief uses a toy pistol hidden in the pocket of his overcoat to make a bulge that looks like a real gun.
You can verify that this is a magicJack number by searching for it at http://www.phonevalidator.com .
The IRS phone scam has been extensively researched at
http://www.pindropsecurity.com/consumer-fraud ... irs-phone-scam/ and it was found that magicJack numbers are frequently used, and many of the scammers are operating out of India. There is even an audio recording of a call returned to one of these numbers and a written transcript of the recording contained in links from the Pindrop Security blog.
MagicJacks are readily obtainable outside of the United States for about $100 US and can come with up to a year of free calling to the U.S. and Canada as well as a free US-based phone number. In India, see, for example,

If the scammer wants to make the call look as though it comes from the IRS or the federal government, he will choose a 202 (Washington, DC) area code number assigned by YMAX Corporation. If the scammer is ignorant, he will choose a 206 (Washington State) area code telephone number because he won't know the difference between the seat of the federal government and the state of Washington -- they both are "Washington," right? Sometimes they will choose an entirely different area code for reasons known only to the scammer.
It doesn't take long to turn a profit on scams such as this even if only 1 or 2% of the people they call are fooled into sending a few thousand dollars to the scammers.

In addition to the regular reporting channels, e.g., the Department of the Treasury, the FTC, and/or your local state attorney general's office, you might also report the abuse to YMAX Corp. This corporation is a fully-owned subsidiary of the company that sells magicJacks and is in charge of assigning telephone numbers to magicJack devices. I have seen reports that they are pretty good at responding to complaints and may be able to permanently shut off a magicJack device, if necessary, so that it can never be used again.

Note that the "contact" website for YMAX Corporation gives a clickable link to a "live chat" where you can make your complaint. - DIsIrritated| 1 replyI received a voice message on my office number claiming to be a representative from IRS that was going to send police dept to my house to arrest me for a tax lawsuit i hadn't responded to. they left no return number to call so I utilized my voice mail to obtain the number, called them back, reached a person with a foreign accent who claimed to be Adam Spencer, head of the legal claims dept at IRS. He did mention my husband's name and the fact that we filed our taxes together, but when I began questioning him about what the lawsuit was about and why I had not been notified in any other manner, he became defensive and claimed that they had provided several notices (untrue), then when he could no longer answer my questions with any specifics, he asked if I was at my office or home. Because he had called my office number, I said I was at the office. He then said he was sending a police officer to my home to arrest me in 45 minutes and hung up. I googled this phone number to determine that it is likely a scam. irritating to say the least, hoping a lawsuit will be filed against them!

- GuyGot a call today very similar to Peter on our home phone. Same message and "call 202-506-9864 for a Robert Wilson immediately". English was so bad I had to strain to understand what he was saying. Knew immediately it was a scam. All that came up on our phone was Private Caller, no number shown.

These scammers often state that they are from the “Department of Legal Affairs,” offer grant money in exchange for you wiring a small payment, or threaten to arrest you within a short period of time unless payment is made. Do not provide personal information or payment to these individuals. Their actions are crimes under Titles 18 and 31 of the United States Code, and the Treasury Office of Inspector General is working to stop them.
If they claim to be from Treasury, report it to OIGCounsel@oig.treas.gov with a description. If it was a phone contact, include:
the exact date and time that you received the call(s)
the phone number of the caller
the geographic location and time zone where you received the call
a description of the communication.

As such they are beyond the reach of US law. Invest in a call blocker and DO NOT pick up on call numbers you do not recognize. Be a good idea to block the entire 202 area code; it is a favorite area code used by overseas scammers.
- CWG40 replies to MikeIRS does not file lawsuits. It does NOT initiate contacts by phone. It does NOT cold call people and demand money by I-tunes cards. Ignore and block any calls from this number. I'd block the entire 202 area code.
- LindaJust got my first call from these scammers using this number. Have received five others in the past week... from different originating numbers. I blocked each one. I wonder what number they will use tomorrow?
