Another scam caller

Robo scammer asking for minor child by name -- "survey/poll"

Like always, I picked it up, said hello, but there was no one there. I said hello again, there was still no one there, so I hung up before a possible robo-call could begin. I suspect this may be a "fishing" call to see what phone numbers are real. But I still don't know who they are or why they keep calling.
They called my cell phone, which is on the FTC and State of FL Do Not Call List.

Didn't recognize the number, didn't answer, and caller didn't leave a message.

Called my number twice. I said nothing when I answered and they disconnected

Just called and tried to get me to answer a political survey...pretty sure the government gets enough of my time and money without doing a free survey about whether I think the US is doing better, worse, or the same for the last 4 years.

Yup, political survey.

Say's that my SS# has been halted. I did not answer.

Said was from npt research. When I asked what npt research was he said,  uuh. I hung up.

Left no message, caller ID read, "UNKNOWN NAME."

Displays as WASHINGTON DC, keeps calling but doesn't leave a message, added to block list.

This robo call continues to call even though I blocked the number, the prefix, and the area code! The first 2 times he called, I picked it up, said hello, and no one was there.
On the 3rd call, a robocall left a message on my voicemail:
"Hi, this is Brooks. I'm not even sure if I have the right number. I hope I do. Anyway, I sent you a mailer to see if you want to sell your house. We would buy it as is, for cash, and we can close the next day. My cell pone number is 407-833-6355. If you're not interested, you don;t have to do anything. Again, my cell phone number 407-833-6355."
When I called the 202 number, I got a message saying the number is not in service!

This was another robo-call from the same number:
