This is some kind of Robo scam something something just don't know what. I have received the exact same call in the past from a different number.
It is a poorly recorded robocall what's a xylophone music playing in the background and a somewhat muted female voice spouting Asian gibberish (again recorded, EXACT same message).
I suspect this is one of those scams where they want you to dial the number back so that they can start slamming your phone bill with illegitimate charges and claim that your callback was their authorization call.
Instead of calling from my landline or cell phone I used a disposable VoIP number to call back. The result of that call is that I get a recording that says calls from this number or not authorized that I should dial 611 or dial 800 331-0500 which is AT&T customer service.
