What is this about is it a scam? 202 568 6934 saying you won money but must pay $700  for delivery

Was told by caller that I "was under investigation by Homeland Security and Interpol for the crime of assisting a terrorist organization in Nigeria. I was given the telephone # of a law service, Joseph Maya, that could help me, (646) 248-5083 and was given the caller's personal telephone #, Deon Marcus (202) 568-6934. Both identified as "spam" when Googled.

Yes, "Leon" is a criminal scammer, and a "tough nut to crack".  He called someone in my network, and that individual had some fun with him.
We believe he might have access to some money transfer databases through criminal channels.  Please spread the word about all kinds of telephone scams and fraud, since you seem to be a well-informed person.
I'm sure you join me in hoping that phony "Attorney Leon Berry" gets a silver bullet in his rear end.  That would surely destroy any trace of brain left in his carcass.

[***] told me his name was Jason Lopez, that he's from the State Department and read off a slew of pending charges against my friend in Nigeria.  Told him this is not a stranger but although we are not related I have visited them twice in Nigeris and saw no indication of his accusations.  His response was to hang up the phone. He and his cronies should be arrested for harrassment.  There's someone at Western Union who is providing these illegal operators with info. when you send a wire transfer.

Wow! Just received a called from "Leon Berry" who said I was involved in a scam! He called from a US Govt number but it showed up as Us Govt....Anyway, I'm glad I decided to do a reverse search of the 202 568 6934 number.
