Called and stated she was from the government and they were giving me 7,900 . Said her name was Jessica Wilson and said I had been selected along with 9 others to receive this money due to my record of good standings! First number they called , showed up unknown ,then she gave me this number to call with authorization # NA147 (202-621-0451) proceeded to ask how I wanted money sent either debit,visa, MasterCard. She attempted to retrieve my numbers. Then she said all was required was 270.00 ! Told her this sounded like a scam and hung up. These two ladies I spoke with sounded Asian.

YES - you are correct - this is a total scam.  Do not talk to them or give them any information.  They are almost certainly spoofing the phone number.

Have they been reported already? I hope some elderly person doesn't get this call.
