Caller said t hat it was the IRS and they have a Criminal lawsuit against me, but when I told them the call will be recorded they hung up phone.

Call came in from blocked number, was blocked and directed to my voice mail.
A computer generated voice left threatening message. Claimed that there was a case against me, File #IR7416 and ordered me to call 202-684-2811. The voice said something like: "The moment you receive this call I need you to return the call. If you do not return the call the issue at hand is extremely time  sensitive. The hotline to my desk is is 202-684-2811. I repeat it 202-684-2811. Don't disregard this message and return the call. Now if you don't return and i don't hear from your attorney either then the only thing i can do is wish you good luck as this situation unfolds against you. Good luck." (Not a perfect quotation, but close.)
