Had a call, but my phone sent it straight to spam.

Caller ID showing "NRCC". Did not pick up, no message left. One of many such calling numbers that spoof the NRCC (I've seen at least 6 others) or other political organizations.

It is them, why would you think otherwise?

Called just prior to 9 pm.  Answering machine said “202 808 0882” so I asked, faking a Eastern European accent, why they “a 202” were calling someone on the Missouri No Call List . . . gave them the Missouri Attorney General’s No Call List number, to explain to them why they have a No Call List, until after 17 seconds they hung up.

Your AG office in turn should point you to its controlling law so you might explain to yourself what Missouri's DNCL can't do for you.

It bars only "telephone solicitation", defined as sales calls, same as the Federal DNCR. Political fundraising and push polling, however irritating, are exempt as usual, attracting no specific mention in this statute. I notice it goes out of its way to exempt 501(c)(3) groups and their hired fundraisers, also in line with Federal law.
