is this a scam number

They said I am eligible for a 9000 dollar grant to call the number back to release the funds

I had a call stating I  won $9000 from the state of Whington from the federal government offce,because I  had paid my taxes n had no criminal records. They said in order to get this money I needed to send $500  through  Western Union. I f not I will be removed from the winners list.  It sounds like a bunch of scammers !!

I need to job who are these people?? Why are they using the United States Federal Reserve  name to ask people to send them  money ???

They said I won $9000.00, said his name was Steve Rhodes, I asked him to spell Rhodes, he said, "Rosse".
How did they get my cell? From another country, but said Washington D.C.
I never believed him, but someone may, this needs to be dealt with!!

They said that I had won $ 9000 in a Federal grant and didn't have to pay it back. When I told them if they would put the money toward the Federal deficit so USA could get out of debt they hung up on me ! ☹️

Caller said that I was selected to receive a grant from federal government because I paid my bills and was not a convicted  criminal.
