Whoever this is they call 3 times a day and as late as 9:15pm CST.  Am I under the mistaken impression that these calls weren't supposed to call after 8:00pm, whatever time zone?

Unless your state says otherwise, federal legal times to call are 8 am to 9 pm your time.  However surveys are not regulated so without knowing what this call is about, one cannot say for sure.  Also, remember that criminals don't care about laws.

I did not answer call

They called my landline once a day on 12/13, 12/14, and 12/15/2017 and we didn't answer.  They never left a message on our voice mail.  Caller ID just says Washington, DC.  I called them back, after dialing *67 first, and an automated message immediately comes on and states, "Please state your name after the tone, and Google Voice will try to connect you."    Whaaaaaaaat?  Blocking their number now.

Keeps calling now several times and leaves an identical voicemail: "My name is Sara, calling from Echelon Research (National Public Opinion Research Survey)" - Regarding policy issues for upcoming Congress elections. asking you how you will vote and to press 1 or 2 for either party and 3 if you don't plan to vote at all. Hey, guys. I haven't been called by this number yet, but I feel for you...i've been called by the irs scammers before as well. The first time ever I was called, I was freaking out. But after the several dozen calls, I realized they were in fact a scam...try and ignore them, or if you do get a call and you answer, give them what for.
