Keeps calling and asking for me then hangs up after I ask who they are.  Won't identify themselves at all to me.

Just got first call from them.  Caller ID said  arsh, info  I answered and asked who was calling and the line went dead.

I answered, the phone rang. Someone answered, "Hello?" I replied, "Please remove me from your list."  They returned with an exasperated, "What?"  
"Please remove me from your call list. Thank you."

A heavy Indian accent responded, "But you do not allow me to talk."
"That's okay," I said, "I do not need anything you would be calling about."
"You do not allow me to talk, please let me tell you.."
"No thank you. Please remove me from your call list. Thank you."

Then I hung up.
