Considering that bank is out of business, I would have no doubt that you would not get through.

Official IRS Government site detailing this scam and providing links to report it:
    http://www.irs.gov/uac/Newsroom/IRS-Warns-of-Pervasive-Telephone-Scam

If you feel you SSN has been compromised, in addition to putting a fraud alert at the 3 credit bureaus, you may want to notify the IRS.  Here is the link, fill out the proper form (probably 14039):

Interesting thread.    Is it the Fake IRS?  Or an out-of-business Bank?   Maybe it is both.  Could be the phone number is spoofed and used by multiple scammers.  In any case, the number belongs, for the moment, to bad guys.  Treat with prejudice and ignore or block, and don't call back.  If you do have a burning desire to talk to whom ever is calling, be careful about what you say and don't give any sensitive personal or financial info out.

If a number is being used for several scams, it seems to me that knowing the details of the scam is less important than protecting yourself.  I suppose if you have a hankering to go after the scammers with legal measures, then you do have to talk to the creeps.
