I've received a mid-afternoon call on two consecutive days now from this number. I wasn't here, but a message was left, asking if I am registered to vote and indicating that the caller might call again. Weird.

"An abandonded call is a telemarketing call that is not connected to a live representative within 2 seconds after being answered by a live person. If you receive an abandoned call you may hear dead air or clicking sounds sometimes followed by a prerecorded message or a hang up."

Of course, the key word here is "telemarketing".   If they don't try to sell you something (or get you to call back and sell you something) then this entire paragraph is completely irrelevant, as is any other quote from the TCPA.   Political calls, surveys, collections are all completely exempt from the FCC/FTC's *telemarketing* rules.   So you can dig up all the stuff you want from the FCC's telemarketing rules but it won't apply and you are wasting people's time with pointing them at this or the national do-not-call registry.

If the calls are excessive (and they ignore your requests to not be called), you may be able to file a harassment complaint, but that's a different type of issue and is covered by a different area of the law.
