I was getting the same spanish recording by the lady that sound like she is yelling at you. I was getting this message almost everyday. I find out that the line is being paid by Pack West Telecom, their phone number is 877-626-4325. I called them up and got them to take my phone number off their list but now I am getting the same message by a company from Miami called BK Agency and from 2 other phone lines. I think they sold my number. and so far I can't find the company phone number and get them to stop. Its getting bad.  Good luck

To everybody who gets phone calls from 209-554-9981, the phone number belongs to Pack West
Telecom, the main office phone number is 877-626-4325, Every body can call them and annoyed them
like they do to us. For some reason the FTC don't want to help and they could if they wanted. The FTC
and DONOTCALL.GOV is only good to the business and will never help you. the dept should be eleminated. Goog luck

I get those calls too, the donotcall.gov and the FTC or phone co will not help you, Since the gov don't help call your congressman and tell them to shut down those 2 goverment offices. In the meantime the phone number belong to pac west telecomm, when you get those phone call call up their main office, their number is 1-877-626-4325 and annoyed them like they do you and see how they like it.
