Caller ID was spoofed to read as if it were a local governmental agency, but the prefix was not the usual 3 numbers.  I picked up the line silently and heard only gentle static.  I never spoke and neither did the mayor - or whomever else from city hall dialed this organization's phone number.  I dialed the number back and unsurprisingly reached a fast busy signal.
