This is a bottom feeder collection agency, who purchases charged-off debts for pennies on the dollar then attempts to collect on them.

Even if your father were still alive, they would not be able to collect a dime, for the statue of limitations has long since expired.

Send them a copy of your father's death certificate VIA certified mail. Be aware that they then may try and come after you to collect it. The only way they would be able to do that is if you co-signed for the debt or live in a community property state (Arizona, California, Idaho, Louisiana, Nevada, New Mexico, Texas, Washington and Wisconsin).
