Received a call that they were with the Dept. of Legal Affairs and they were trying to reach me about a legal matter being filed against me. I did not return the call assuming its some scam to get money.

Scam number saying that they are the IRS

Some idiot speaking broken English saying he was from the Department of Legal Affairs.  He told me he was trying to reach me about a legal matter being filed against me. I didn't bother calling back.

I, too, had a message from an "Alan Clark" from the Department of Legal Affairs on 2/5/15.  Very broken English, telling me that this was my verbal notification of legal action and that he hoped I would take it seriously and call him back, and if I was too busy then I should have my attorney call.  Ended the message by saying God bless, and have a nice day.  Hmmmm, he kept using my nickname and not my legal name.  Scammer.

There is a widespread IRS or "tax scam" being  practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
