Because they can use virtual phone numbers that are not associated with an address and may not even be operating in the United States...  These scammers are very sneaky.

The same happened to me, when I said hello, no one answered. Someone said the numbers were given by a Debit Card company. Does anyone have credit problems? I have in the past but not now.

It's kind of weird that they keep calling but they hang up right away...I filed a complaint to the National Do Not Call Registry. Hopefully it works!

I am going to tell everyone here what I was told by my state's Attorney General Office.
These scammers are running a 2 fold scheme.
    1. They are after credit card numbers to scam/steal your money.
    2. They are working with their phone carrier, one such phone carrier/company
was out of Oregon. Oregon eventually ran the carrier out of that state.
Each call the scammer caller makes, they receive a payment from "your" local
phone company for delivery of their so called caller ID info to-thru your local phone carrier to your caller ID on your home phone. They make just as much money from the caller ID deal as they do scamming. Sickening part is, each of us pay them. Involuntary pay them as there are fees on our local phone bills that the fee the scammers get paid from. Their robo call computer dials billions on billions of calls. They get a few pennies per call-- whether you answer or not!

I spoke to an attorney about these card service calls. He said these crooks use a business plan most likely.
These crooks depend on you hanging up quickly is your not interested. They don't want you to take up their time on the telephone. He said to talk to these crooks as long as you can, give fake name, etc.
Keep them on the telephone as long as you can!  Keeping these crooks on the phone messes with their
business plan__ keeps them from calling as many people as they would otherwise. Tie them up on the phone ! You keep them from making money --  they will stop calling you !
Hanging up , that is exactly what they want !
I have found out that there are numerous different groups using the same software / system that calls you.
Several of these groups have been caught, prosecuted, shut down , etc. but the federal government eventually lowers their fine down to barely nothing. Thus allowing the scammers to keep most of their hidden assest.
The only way this crap will stop is for each and everyone here call each and every congressman and senator from your state followed up with a letter complaining. just complaining on this site does not and will not stop this type of activity.
Follow up with calls and letters to your states attorney general office, governors office, and your state legislature representatives and senators.
I have complained and complained, letters , and calls to any and every government official I can find addresses and numbers on. In your letters and calls to your federal congressmen and senators, insist they pass some type legislation with TEETH that will criminally punish these scammers who repeatedly violate the do not call lists. Put in your letters that if a bank robber robs a bank and gets couple thousand dollars that the FBI will chase them for years and throw them in prison. Big business  i.e. banks get special treatment, special laws. BUT  these phone scammers steal - scam millions on millions from innocent americans and nothing is done. Dont seem fair !!!!  Complaining to your congressmen and senators , in writing and phone calls is the only way this stuff will be stopped.

Same as the other messages, with twist that at first it was an automated message stating that I was eligible to lower my credit card interest rate, and to press 1 to speak with an operator.  The operator answered "account services" and hung up when I asked which card.
