It is incumbent upon them under the law to prove that the debt exists and that you owe it, and that they have the legal right to collect it. You are not obligated under the law to prove that you don’t owe or that it is paid.
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

IN ANY event,
Just because someone on the phone calling you says you owe a debt does not mean you actually owe it.
If a voice on the telephone claims you owe a debt:
1. Demand the person give you his or her name, company name, and address
2. Demand a debt validation letter by US mail. E-mail no good.
3. Do not pay the collection agent or anyone else a dime until the debt is validated
Of course they won’t do this, no scammer ever will, so simply ignore them and block their calls.
If they are bothering you, report them:

The same goes for endless telephone harassment
Note that the US Supreme Court in the Case of HENSON ET AL. v. SANTANDER CONSUMER USA INC., has recently ruled that the provisions of the Federal Fair Debt Collection Practices Act do not apply if the creditor owns the debt in question. As a practical matter this probably won't effect the kinds of scam debt collectors who often show up on 800notes. The scam collectors don't give you any information about themselves so it is impossible to know whether or not they in fact "own" the debt in question. Most do not send debt validation letters and many often say they are collecting for someone else. So, make the complaint anyway if they are bothering you. Let the FTC sort it out.
Also contact your local attorney general
If they continue to bother you, and you know you do not owe any money, tell them that you know this is a debt scam and that you are making a complaint to the police for extortion. Once you get a copy of the police report and they call you again , just read out the file number and the name of the PD or Sheriff’s office involved. Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.
You'll probably have to yell at them and talk over them.

- Fed Up| 1 replyThis company, whoever they are, calls at least 2 times per day on my landline, asking for a man who lived at my address back in the 90's. The first call we received for this man made me google search him and I found out that he had passed away in 2004, and his only son, who had the same name only Jr., had also passed away in 2010. Both died before we even moved into our current location. So, when they started calling in 2011, shortly after we moved in and we found out the information about the deceased man who previously lived in our house, we answered the phone and pressed the number to talk to a live person. The call center lady was nice and spoke clear English, and when I explained the situation and how a quick Google search could confirm what I was saying, she apologized and said she'd remove our number from the calling list.
Fast forward to 6 years later, present day. We are now receiving at least 2 calls every single day on our landline for the deceased man yet again. When they first started calling again over the summer, I repeated what I did 6 years ago and spoke with a call center person. Only this time, they were incredibly rude, accused me of being his wife and trying to cover up my husband's debt (which was nearly 6 figures according to them - I'm quite sure that since the deceased man died in his late 70's, he probably had some sort of surgery for some terminal illness before he passed and this is what they're trying to collect). I kept my cool and again told this rude man that I didn't even know the person and maybe their collection company should do more research before just associating a current telephone number with a last known address, and that maybe then they would have found this long-dead man's obituary. He then hung up on me and they still continue to call every single day, including weekends and holidays. I even tried to get a real live human again several times and all it does now is clicks then disconnects. Hopefully these calls will cease when we move to a new address at the end of the year.- Caller: Debt Collector

After that, debt is considered null and void and is permanently uncollectible (unless for federal taxes/child support/school loan). NO CREDIT CARD DEBT is collectible in PA after 4 years from the last payment. These zombies will still try to guilt you into paying. Tell them to get lost, there's not a thing they can do to you.
- Mike-in-MD replies to Jerry LMost states do NOT have a statute that renders debts uncollectible after a certain time, they have a limitation on how long before you can no longer be sued to collect on an old debt. Just because you can no longer be sued does not mean a collector is barred from attempting to collect except in the handful of states that do set a time limit for collecting.
- BigA replies to Jerry LKeep in mind that you don't have a clue what you are posting about. First, what you are referencing is the Statute Of Limitations. SOL applies only to the amount of time they have to sue you. It does not extinguish the debt. Period. Further, SOL can extend up to 15 years and sometimes more depending on the type of debt.
