They left me a voicemail saying that charges have been filed in my district because someone has filed a complaint against me and if I want to avoid paperwork being sent to my place of employment or my home, to talk to a representative. I called back from my work phone and it was obviously forwarded once answered, as there was a loud double beep and they answered as "legal services". Obviously a scam.

They're just lying to you to try to scare you.

If there were criminal charges, you would be arrested, not get phone calls from strangers. Furthermore, if you were being charged with a crime you would WANT all the paperwork you could get from the court, showing what the deal is.
You can't be arrested just because somebody complains about you. There has to be a criminal investigation or either law enforcement witness your crime.
So, this call is completely bogus in every way.
