This is just another turd eater trying to run some kind of scam.  The caller is a male and will say, "Hello, is Ruth there?"  If you say that you have the wrong number, this POS will say, "Well perhaps you can help me." and then runs their scam.  A recent article in the AARP magazine suggests answering your phone but not saying a word.  If its a ROBO call, the hope is that the computer will be tricked into thinking its a non working number and remove the number from their calling list.  If you use *67 to conceal your number and call this number back it goes straight to a recording asking you to push 1 to be removed from their calling list.  We all know that NEVER works.  I either NEVER answer my phone to unknown numbers - or - I'll pick up, set the phone down and walk away.
