Did you miss the memo?  We wanted them to take DC but their negotiating team was just too tough.

Called my work Skype number, I declined it, it sent to voicemail. A woman left a 31 second voicemail where she kept saying "Hello? Hello? Hello" for the first ten seconds, and then radio silence for the next 20 except for the sounds of a loud call center.

I received another phone call from this number but with a "+01" in the front. This is obviously a spoofed phone number. I will block it.

Against my better judgment, I answered the phone quietly with "llo" (abbreviated for hello). This foreign accent said 'hello maam' and I told him he had the wrong number and hung up. Then I call blocked the number. If I get any more, I'll block the area code.

Same here. The guy had an accent and I couldn't understand what he was saying. Told him not to call this number again and hung up. Blocked them.

The calls are mostly not from USA. The number that displays is made up using online software. Makes hard to trace...so, most probably from another country.

Actually the number that is displayed is not the area code.  It is the country code.  Big difference.  The last 7 digits are the actual phone number.  Plus my statement stands, Maryland is still part of the US and has not packed up lock, stock, barrel, and crabs and moved overseas.

This number called my desk number 4 times yesterday within the span of an hour. I answered the first time and got no response until the line hung up. It is a business number and I answer it as such. If I could block numbers on my desk line, I would.
