I think this is the medical companies calling from overseas through a US phone number.  They have called many times.

Called me and said nothing. Held the phone on for 2 minutes saying "Hello" repetitively,  just to see if they would respond and nothing in return.

This number called me. The CID said 'ASSIST'. When I answered, a recorded message (illegal in my state except for strict exceptions) said, "Hello - this is an urgent call [long pause]. It is imperative that you confirm your business' search engine home page...." That's when I hung up and attempted to call the number back. It was instantly answered by a voicemail saying that I could be added to a do not call list by simply pressing '1'. I declined. I've been on the national DNC list for years.

They called, and were directed to Lenny :-D
