No answer when answered. Hung up after 5 seconds.

This rang my cell. I screen my calls, so didn't answer. No message left. But if others are getting hit by this mysterious number today, it's probably good I didn't answer!

Unknown caller, so I didnt answer. They left a long blank voicemail.

I have blocked variations of this number.  When I pick up I get a message saying "hi, this is Julie with home protection services blah blah blah".  It is a recording asking you to call back for a promotion.  They keep calling my number, same message but different phone numbers.  I have blocked them but somehow I manage to still get a call every week it seems.

Block the exchange 624 or even the 281 area code if your blocker supports it.
